Distance = 500 m
Time = 15 min.
Relative speed = \frac{Distance}{Time}
Relative speed = \dfrac{ \frac{500}{1000}}{ \frac{15}{60}} = \frac{500 \times 60}{1000 \times 15} = 2 km/h
Speed of policeman = speed of thief + Relative speed
Speed of policeman = 15 + 2 = 17 km/h

Answer: 17 Km/h
